7/95 - 8/98: Division Chief, Rural Sector Policy
and Water Resources. Responsible for defining worldwide
rural strategy and advocating it, both internally and externally.
This work culminated in publication of Rural Development:
From Vision to Action (10/97), following a conference on
Rural Well Being: From Vision to Action (9/96),
and the first Rural Week staff training program (3/97).
Managed in-house consultancy services on rural strategies, with
personal involvement in Congo, Guinea, Poland, and Rwanda.
Also responsible for monitoring and evaluation, and improving
the quality, of the total rural portfolio (400 projects, $25
billion in commitments). Designed and delivered four sessions
of the Core Staff Training Program on rural development.
1/93 - 6/95: Division Chief, Natural Resources.
Managed worldwide in house consultancy services dealing, in
particular, with controversial aspects of Bank policy papers
on forests, and water resources management. Also managed a related
program of research and empirical studies. Led the Review
of Implementation of Forest Policy (12194), a highly participatory
exercise involving many northern and southern NGOs as well as
forest industry interests, and the Agricultural Sector Review
(7/93), a critique of long-term Bank experiences in rural
development.
9/91 - 12/92: Division Chief, Agriculture,
Latin America Technical Department, Led analysis of strategic
options, culminating in Towards a Bank Strategyfor Agriculture
in the Latin America and Caribbean Region (6/92). Managed
in-house consultancy services to operational divisions working
on Latin American agricultural policies and projects. Also managed
regional studies in response to demands of operational divisions,
notably, how to improve the effectiveness of agricultural research
systems, trade policy and measurement of distortions, and forest
products pricing.
9/86 - 8/91: Division Chief, Agricultural Operations,
Sahel. Managed Bank rural strategy and operations in eight
countries, with a portfolio of 25 projects, Bank financing of
$500 million, and total investment of $750 million. Issued a
Divisional Strategy Paper (3/89) that became a model
for priority setting. Initiated field based supervision in Africa
by recruiting staff directly into Resident Missions.
9/75 - 8/86: Diverse positions as economist, senior
economist, deputy division chief, and senior country programming
officer, in West Africa and South Asia.
