Recent (Since 1998)

 

 

Consultant in Rural Development Strategies: Incentives, Innovations, Institutions, and Investments. Most of my assignments have been with the Quality Assurance Group (QAG) of the World Bank, mainly assessments of the quality of:

  • Rural and environmental projects at entry.
  • Economic and sector work, and analytical and advisory services.
  • Supervision of ongoing rural and environmental projects.

These assignments became more varied as QAG's work expanded from the individual project or task as the unit of account, to the country or sector or theme, including:

  • All analytical and project work in agriculture and the environment in Ethiopia and Malawi.
  • All analytical work in agriculture and the environment in Morocco and Tanzania, as a pilot on quality of sectoral analytical work.
  • The whole project portfolio in Cambodia, as an early application of the country as the unit of account.
  • The rural project portfolio in Albania, as a pilot for future work on quality of lending with the country as the unit of account.
  • Performance of the Poverty Sector Board.

Other consultancy assignments have included:

  • Global Mechanism for the Convention to Combat Desertification, Identified success stories in drylands and advised on transboundary problems.
  • International Fund for Agricultural Development. Undertook sector work in Cameroon and advised on incentives for natural resources management.
  • World Bank Regional Offices.
    • Africa. Undertook strategy work in Burundi, project work in Rwanda, advised on sustainable land management, and on how to improve risky rural projects
    • East Asia and Pacific. Advised on how to improve the poor performance of rural projects in Papua New Guinea and Solomon Islands.
    • Europe and Central Asia. Peer reviewed projects and sector work in Albania, Aral Sea Basin, Kosovo, Kyrgyz Republic, Moldova, and the regional rural strategy.
    • Middle East and North Africa. Advised on high risk projects in Yemen.
