17. Divisional Strategy Paper (for Sahelian Agricultural Operations), February 1991. Mimeo. This review examined whether and how we had implemented our 1988 strategy and what we had learned about the validity of the strategy.

23. Pakistan: Country Programming and Budget Paper, June 1986. Mimeo. This was one of the first such country papers and broke new ground at the time.

24. Pakistan: Agricultural Sector Loan -- Initiating Memorandum, August 1985. Mimeo. This project was to be one of the first sectoral adjustment loans for agriculture, but did not come to fruition because agreement could not be reached with government on fertilizer subsidies, irrigation water charges, and the public investment program.

25. Mauritania: Agricultural Strategy Brief, December 1983. Mimeo. The regional strategy paper (below) proposed that strategy briefs be prepared for all countries. This Mauritania paper was the first such brief and served as a model.

26. Mauritania: Small-scale Irrigation Project, Staff Appraisal Report No. 4269-MAU, October 1983. This report includes a thorough assessment of returns to different types of small-scale irrigation schemes, as well as rent and cost recovery indices.

27. West Africa: Agricultural Strategy Paper, World Bank Report No. 4319-RAF, January 1983.

28. Fertilizer for Millet and Sorghum (is there any case for subsidies in semi-arid conditions?), August 1980. Mimeo. See also reports on fertilizer policy consultations in Senegal: August 1980, January 1980, and December 1978; all mimeo.

29. Niger: First Livestock Project, Staff Appraisal Report No. 2169-NIR, February 1979. This project included an early participatory approach to project implementation based on supporting traditional approaches to rangeland management. At the time, when the "tragedy of the commons" was the prevailing view, this was quite an innovation.

30. Chad: Rural Project Fund, Staff Appraisal Report No. 1194-CHD, October 1976. This project included an early approach to demand-driven investments. The project started well but was disrupted by civil war. Selected Pre-World Bank Papers
