9/73 - 8/75: Senior Economist, Agricultural
Investment Analysis Project, Tunisia. In this UNDP/FAO project,
responsible for on-the-job training of Tunisian economists and
engineers in agricultural project analysis. Undertook feasibility
studies in dryland farming, range management, oasis development,
irrigation, and fisheries. The project was housed in the (new)
Centre National d’Etudes Agricoles, which subsequently
grew into a well-respected institute in Tunisia and won international
consultancy contracts.
9/71 - 8/73: Economist, Groundwater Irrigation
Project, Jordan. In this UNDP/FAO project, responsible for
conducting feasibility studies at sites where groundwater had
been identified (never <100 m depth). Based on these studies,
government found donors for irrigated perimeters of about 200
ha at many sites. One site (Shaubak) became the catalyst for
the Jordanian apple and pear industry.
5/69 - 8/71: Economist, Mosso-Cankuzo Agricultural
Development Project, Burundi. In another UNDP/FAO project,
responsible for economic and financial analysis of investment
proposals, including small-scale irrigation, cattle fattening,
Sumatra tobacco production, and sugar. Also responsible for
marketing trials in East Africa and Europe of high-value products
such as cashew, chilies, and ginger.
9/66 - 4/69: Economist, Ministry of Agriculture,
Zambia, with an Overseas Development Institute/Nuffield
Foundation Fellowship. Undertook analytical work on the beef
and dairy industries (pricing policy, role of parastatals),
cereals production and marketing, input subsidies including
soil conservation, and some project feasibility work, on settlement
and area development in Eastern and Southern provinces.
